Costa Rica: 9

Costa RIca does a great job of responding to environmental problems. They had a very minor problem with deforestation, but If too many trees were cut down, there are organizations that work hard to help rebuild the forest. Other than that one small problem, Costa Rica has one of the best systems for keeping the environment they way it is. Not only do they have a trash and recycling bin, they also have a compost bin, for biodegradable waste to be used as fertilizer for crops.  

Luxembourg: 4

Luxembourg is very interesting, because they don't really respond to any environmental problems. Their carbon footprint is the worst out of any country in the entire planet. I think all of the people that live there are too rich to care about the environment, and the country is too small to get noticed. It is a small area of highly concentrated wasteful people.
