All of Costa Rica, save for the major cities like San Jose, is a tropical rainforest. There are also many volcanoes. Without volcanoes, Costa Rica would get a perfect score for climate because of its location. In 2010, there was a major eruption and that has affected the area negatively, so Costa Rica receives a 8 on the scale.

Luxembourg: 7

The Climate of Luxembourg is an oceanic climate, they get a nice amount of rain, and cool winters, not cold, and warm summers, not hot. There is plenty of water to sustain crops, but any farms in Luxembourg are small family owned farms. There also is not much room to grow any crops because it is a small country, but it would work even with the mild weather. If Luxembourg had warmer weather, it would score higher on the climate scale, that is why it receives a 7 on the scale.
