Costa Rica: 8

Nicaragua borders Costa RIca on the top and Panama on the bottom. There is ocean on both sides. Costa Rica doesn't have any problems with hostile neighbors because they only have two neighbors in the first place and neither of them are hostile.

Luxembourg: 8

Luxembourg only has three neighboring countries; Belgium, Germany, and France. All three of these countries get along fine and none of them have anything against Luxembourg. If anything, Luxembourg gets over looked because it is so small.
